		<description>When you say the president is running out the clock to graduation, you identify a key vulnerability of campus culture--the 9-month year. Once faculty and students depart, adminstrators know they is literally no force on campus to call them to account. And it takes a good month or twomfor faculty tomgear up again in the fall. Meanwhile, the administration can screw up 12 months a year. On our small campus, a former president facing skepticism and unrest over fiscal misconduct stood in front of the faculty lined up at commencement and announced he had been promised a $5 million grant for the following October. Just running out the clock, figuring we would forget it or lose the sense of outrage we felt over the summer. Even as he was speaking, I thought, &quot;He&#039;s lying to us&quot; and &quot;He just wants to send us home for the summer with (false) hope.&quot;
